Unpacking the Contracting State: Public Procurement, Economic Development and Sustainability in the GCR
Procurement is an instrument that could support economic development. However as 'state capture' has shown procurement systems can be used to serve narrow and corrupt interests. The GPG has undertaken a range of reforms, however at an institutional level (e.g. hospitals) there is evidence of corruption in many institutions. There are of course well run and managed public institutions, the so-called 'islands of excellence'. The proposed projects seek to understand the processes undertaken at a provincial level to reform the procurement system, including the Open Tendering process. The project will seek to find project partners for the next phase. The methodology will be both qualitative and quantitative. A key outcome will be to construct ratios for provincial departmental spending.
